Withdraw Cdo’s from Gamgiphai within 2 days warns KWU Sadar Hills

KANGGUI, May 13: Irritated with the alleged hitherto stationing of Commandos at Gamgiphai, Kuki Women Union Sadar Hills today warn to take up extreme form of agitation if the state Government fails to withdraw its force from Gamgiphai within two days.

The state Government had stationed Cdo personnel in an outpost created overnight since April 29 evening at Gamgiphai in Sadar Hills alleged for security reason while various civil bodies in Sadar Hills strongly opposed the installation and deployment Commandos in hill districts.

Kuki Women Union Sadar Hills, General Secretary, Hahat Touthang said that we have been enduring enough but the state Government look as if playing a deceiving delay tactics towards the patience of Sadar Hills people.

She continued that our patience is over at this instant and we will no more tolerate the misleading approach of the state Government.

She then warns the Government to withdraw the Cdo personnel from Gamgiphai along with the outpost within two days.

If the state Government fails to withdraw its force within the stipulated time, Sadar Hills women will boldly react and vacate the outpost and the Cdo personnel from Gamgiphai at any cost, warns the KWU Sadar Hills.

Hahat Touthang also allegedly said that the Cdo personnel at Gamgiphai forcefully took money from some businesswomen in Sadar Hills who are trading at Moreh while the matter was later reported to us by victim women.

“Where there is Commandos, there is no security in every aspects”, asserted Hahat Touthang before adding that the women of Sadar Hills are well prepared and ready react if the state Government fails to act practically with our last ultimatum.

GOI refuse to hold peace talks with NSCN (K)

KOHIMA: In what may be called a truce between good and evil, the NSCN (K) released a press note that it will maintain its unilateral withdrawal from the Indo-Naga ceasefire. It urged the country’s Ministry of home Affairs to re-consider the ceasefire with the outfit.
All of this came about when the MHA officials made claims that the Indian government has no plans to re-consider the ceasefire with the outfit and that counter insurgency operations will still continue against the group.
NSCN (K) Col. Isak Sumi, MIP in the press note asserted that the group is completely prepared to face any upcoming events. In the press note, Isak recalls the years of State-sponsored violence that occurred from the 1950s up to 1990s, stating that those years of torment of branding NSCN (K) as a terrorist group are resurfacing again.
Thereby it only indicates that the Government of India is fully determined to eradicate and wash out Naga rights and aspirations through similar methods which is why the outfit believed that the GOI has implemented promulgated laws such as Unlawful Activities Prevention Act, Prevention of Terrorist Activities Act, Disturbed Area Act, Armed Forces Special Power Act (AFSPA), National Security Act in Naga society. The press note stated, “Without any regard or conformity to international human rights norms, Geneva convention on the rights of Indigenous people to self determination.”
The outfit also claims that more than 50 NSCN workers are being tortured and held at various prisons across the country with indefinite bailable terrorist act. Pointing out the human rights violations heaped on the Naga people by Indian Armed Forces, the NSCN (K) maintained that due to complete press/media censorship, the world was never made to know of these incidents.
Lastly, the press note stated that the identity and existence of the Naga people are under threat and it urged every Naga in the region to rise and fight for their rights and to resist restraining laws. It further made stements encouraging all Naga people to surpass the present forced territorial and administrative divisions to conceive and uphold Naga nationality that envisions a united Naga Nation.
It may be noted that NSCN (K) has been banned by the Government of India for five years. The government dismiss all hope for peace talks with the group and it will continue to bring down the outfit to justice.

Assam: NDFB camp busted, one hardcore cadre killed

GUWAHATI: In a joint operation, the army and the Assam Police busted a camp of the hardline faction of the National Democratic Front of Bodoland (NDFB) in the wee hours of Wednesday and killed a cadre of the group in Assam’s Kokrajhar district.
According to defence spokesman Lt. Col. Suneet Newton, the unidentified cadre was killed during the operation at the dense Ripu Reserve Forest in the district. “The slain terrorist was involved in the December 2014 massacre of the Adivasis,” he said.

“One AK-56 along with a magazine and 30 live rounds were recovered,” he said.
“The operation was carefully planned and launched swiftly wherein the elite troops moved in a tactical manner and closed in on the camp,” he said, adding that the slain terrorist was known to be close to NDFB faction leader Bidai, and was involved in several cases of extortion and other criminal activities.

Twipraland demand: IPFT to organise road blockade on June

AGARTALA: With an intention to press for the demands of a separate state of ‘Twipra land’, the Indigenous Peoples Front of Tripura (IPFT) have announced their next form of agitation which would be a road an rail blockade along the Assam-Agartala stretch at Barmura range on June 22 and 23.
Speaking to reporters, Narendra Debbarma, IPFT leader said that the IPFT has been pressing for this demand for a very long time and they have been carrying on with a peaceful democratic movement since 2009 but to no avail. Their sole demand is the elevation of sixth schedule areas (TTAADC) of Tripura to a separate full-fledged state of ‘Twipra land’.
As part of the movement in support of the demand for separate state, the IPFT’s youth wing and its allied and fraternal organizations will organize blockade for 24 hours on June 22 and June 23 next on NH-44 at Khamting para area of Barmura hill range, said Debbarma.
IPFT leaders in the press meet also demanded for stopping of distribution of ‘khas’ land and forest reserve land in ADC areas of the state to the non-tribal families.

Six rebels surrender in Tripura

AGARTALA: Security forces have ramped up operations as six insurgents of National Liberation Front of Tripura(NLFT) who fled from their Bangladeshi hideout, have surrendered to the police, officials said.
The guerrillas were led by their self-styled Second Lieutenant Gantha Charan Rupini, 39, and their surrender took place on Thursday night, Tripura police spokesman Uttam Kumar Bhowmik said.
The National Liberation Front of Tripura (or NLFT) is a Tripuri nationalist Christian terrorist organisation based in Tripura, India.
Aged between 34 and 39, the militants told the police they recently fled from the NLFT camps at Chittagong Hill Tracts in southeast Bangladesh.
According to them, more NLFT cadres from Bangladesh were likely to surrender, Bhowmik said.
Over the past one month, 22 NLFT rebels with a huge quantity of arms and ammunition have surrendered to the Tripura police after escaping from their hideout in Bangladesh.
NLFT cadres and All Tripura Tiger Force (ATTF) militants undergo arms training in hideouts in Bangladesh which shares an 856-km border with Tripura.
Banned in 1997 by the union home ministry, the two outfits advocate secession of Tripura from India. ATTF, however, has become almost defunct due to the surrender of most of its cadres.
A senior police official, citing intelligence reports, said that Bangladesh Army and security forces in separate raids have recently busted two different camps of NLFT and National Socialist Council of Nagaland (Isak-Muivah faction) in mountainous Chittagong Hill Tracts.
The NLFT is currently proscribed as a terrorist organisation in India.

Nagaland CM appeals for contribution to peace efforts in state

MOKOKCHUNG: Nagaland Chief Minister T.R. Zeliang on Tuesday appealed to the Naga people to contribute positively to peace efforts in the state and to ensure early resolution to the protracted Naga issues.
“We must ensure that the final solution brings permanent peace to our land. The settlement must be honourable and acceptable to all sections of the Naga society,” he said at the Moatsu festival at Sungratsu and Longmisa in Mokokchung district.
“If we miss this opportunity, it won’t be a loss for the Indian government, but loss of our children and grandchildren.”
“We must not miss this opportunity. We must actively and supportively participate in the peace process. It will be futile to complain or object after details of the settlement are worked out by the negotiating parties,” the chief minister said.
He said if Nagaland’s assembly members could came on one platform for ensuring a permanent settlement to the Naga problem, why cannot the warring factions of Naga rebel groups come together.
Zeliang said that Prime Minister Narendra Modi was eager to bring about an early settlement to the decades-old separatist problem in Nagaland.
“The government of India under Modi’s leadership is eager to bring an early settlement to the Naga political problem.”
The Nationalist Socialist Council of Nagaland (Isak-Muivah), which is fighting for an independent Nagaland for over six decades, had signed the framework agreement on August 3 last year after almost 20 years of negotiations with the Indian authorities.

Mizoram government accepts HPC-D peace overtures



AIZAWL: The Mizoram government has accepted the peace overtures of the Manipur-based Hmar People’s Convention (Democratic) on the condition that the outfit would not indulge in any anti-government activity during the by-elections to the village councils on May 19.
Mizoram Home Minister R Lalzirliana today said the HPC (D), through the Young Mizo Association (YMA) (Tuisual Group) and the central committee of the YMA appealed to the state government to initiate a peaceful negotiation.
“We welcome the peace initiative and agreed that any conflict can only be amicably solved only through negotiation,” he said, adding that the HPC (D) was expected not to campaign for any political party or candidate during the polling.
The last talks between the state government and the HPC (D) fizzled out in 2013 over disagreement on the extension of the Suspension of Operations (SoO) and with the Hmar outfit accusing the state government of being insincere about finding solution to the vexed Hmar imbroglio.
The HPC (D), since 1997 had been demanding a separate autonomous district council under the Sixth Schedule of the Constitution by carving out the north-eastern part of the state adjoining Manipur.
The by-elections to the 31 village councils are being held as the State Election Commission could not hold elections along with the village councils in other parts of the state on April 30, 2015 due to threats from the HPC (D). Nobody filed nomination for the election.
Some top HPC (D) leaders are facing trials and languishing in the central jail near Aizawl.

24 hardcore GNLA cadres lay down arms

SHILLONG: A group of 24 hardcore cadres of the proscribed Garo National Liberation Army (GNLA) led by its action commander – Hedeo Ch Momin surrendered at the Police Headquarters here.
After today’s surrender, the total number of GNLA cadres who surrendered this month has risen to 54. Another 40-50 cadres are still in the jungles, according to Momin.
Momin, who had carried a Rs 10 lakh cash reward for his capture, surrendered with an AK 56 riffle, over 1300 anti-aircraft ammunition and over 3400 medium machine gun ammunition.

A West Garo Hills district self-styled area commander Chingnang surrendered with an AK 56 riffle even a self-styled area commander in Chokpot area of South Garo Hills Josbel Ch Marak laid down an SLR riffle and three magazines.
Four personal security guards closely associated with the GNLA C-in-C also surrendered.
Earlier, 30 hardcore cadres of the GNLA including the Finance Secretary laid down arms along with his followers in two separate occasions.
Formed in the fall of 2010, the GNLA said it wants a separate Garoland on the lines of the Bodo Territorial Council in Assam but the group were also involved in killing, kidnapping for ransom and terrorising people in five western Garo Hills districts in the state.

Japan hiring 15,000 nurses from Manipur

 It what can only been seen as a boost to ties between Manipur and Japan, the Japanese government has called for 15,000 nurses to be sent from Manipur to Japan. There has been an increase in demand of nurses from the state in South East Asian countries who are widely seen as compassionate and sympathetic.
The government is planning on opening a Nursing College in Jawaharlal Nehru Institute of Medical Sciences which is located in Imphal. International Nurses Day is celebrated on May 12 worldwide. The Manipur government felicitated nurses on this day with awards given out to outstanding and dedicated nurses.

PROCEEDINGS OF THE JOINT MEETING OF HMAR INPUI, KUKI INNPI MANIPUR, MIZO PEOPLE CONVENTION, UNITED NAGA COUNCIL AND ZOMI COUNCIL AT MPC OFFICE, CHURACHANDPUR ON FRIDAY, MAY 13, 2016 AT 12:00 NOON

Realizing the importance of a threadbare discussion on the emerging scenario in the wake of the resolution adopted by the All Political Parties Meeting convened by the Chief Minister, Shri O. Ibobi Singh on May 9, 2016 to send an all-party delegation to New Delhi to urge the Union Government to give assent to the three contentious bills, a consultative meeting of tribal bodies representing all the tribes in the State was held at MPC office on Friday, May 13, 2016.



After protracted deliberation, the meeting adopted the following resolutions:

Resolution #1: The meeting of tribal leaders unanimously condemn the May 9, 2016 resolution adopted by the All Political Parties Meeting chaired by the Chief Minister, Shri O. Ibobi Singh.

The house also noted that the resolution passed by all political parties' meeting do not represent the will and sentiment of the tribal people.

Resolution #2: The meeting also unanimously endorsed the proposed 48-hour total shutdown called by the JAC Against Anti-Tribal Bills and resolved to make the shutdown a total success.

Resolution #3: Resolved that a Manipur-wide co-ordination committee be formed at the earliest to co-ordinate all the districts in the movement against the three anti-tribal bills and to strengthen the JAC.




The meeting also agreed that the Presidents of United Naga Council (UNC) and Kuki Innpi Manipur (KIM) will be the Convenor and Co-Convenor of the meeting to form the co-ordination committee which will work in consultation with the JAC.

Two representatives each from Hmar Inpui, Kuki Innpi Manipur, Mizo People Convention, United Naga Council and Zomi Council will form the new body.

Resolution #4: Resolved that a joint representation be submitted at the earliest to the President of India not to give his assent to the three anti-tribal bills.
