NSCN-IM militant, civilian killed in encounter


Imphal, Feb 23: An NSCN-IM militant and a civilian were killed during an encounter between the Army and the banned outfit in the wee hours today at Khoupum old village in Manipur's Noney district, police said.

Jawans of the Gurkha Regiment were carrying out a search operation in the village at around 3.30 AM when they were fired upon by the NSCN-IM militants.

The jawans returned fire and the gunbattle continued for around 45 minutes in which one NSCN-IM militant was killed, police said.

A villager, identified as 50-year-old Anjina Rongmei was killed by a stray bullet, they said.

Earlier, police had said that the encounter took place in Tamenglong district.

Noney district is among the seven new districts created by the state government. Noney was created by bifurcating Tamenglong district.

Two days back, a security personnel was injured when suspected militants fired at a police party deployed for the visit of Deputy Chief Minister Gaikhangam in Tamenglong district.

IAF brings in petroleum products to fuel-scarce Manipur


Indian Air Force To The Rescue, Airlifts Fuel Tankers To Crippled Manipur
Imphal, Feb 23: An Indian Air Force (IAF) cargo oil tanker landed at Imphal airport today, bringing in petroleum products to fuel-scarce Manipur, where assembly polls are slated early next month.

The cargo oil tanker landed around 10.30 am and took off after unloading, airport officials said.

This is the second time a cargo oil tanker of IAF has flown in petroleum products in Imphal as the ongoing indefinite economic blockade has cut off all regular transportation of essential commodities, including fuel in the poll-bound state.

The blockade, which began on November 1 last year, was imposed by United Naga Council along the highways of the landlocked state in protest against the state government's creation of seven new districts.

Election Commission had yesterday said sufficient petroleum products are available in the state to ensure smooth transportation of polling personnel for the March assembly election and that the economic blockade in Manipur would not impact the poll process.

Siliguri, Feb 23: The Sashastra Seema Bal (SSB), which guards India’s borders with Nepal and Bhutan, will complete a major manpower augmentation by 2018 and boost its intelligence setup to keep these areas under closer vigil. The SSB currently has 67 battalions and will soon have 73.

SSB’s 10 battalions are deployed at 147 Border Outposts (BOPs). The force’s Siliguri Frontier guards 215 km out of the 699 km long Indo-Bhutan border and 315 km out of the 1751 km long Indo-Nepal border. This means the average distance between two BOPs is 3.6 km.

“There are few gap areas. To plug them up, we expect a major manpower augmentation to be completed by 2018. We are also boosting up our intelligence strength to a much higher level,” said S. Bandopadhyay, IG, SSB, Siliguri Frontier.

“These are open and porous borders. People across these borders have good relations. But, lot of unwanted activities are also happening there,” said Bandopadhyay.

Last year, the SSB Siliguri Frontier seized several consignments of narcotics, animal body parts, live rare species of animals and fire arms, which were worth Rs 115 crore. It has also arrested several individuals involved in illegal activities such as human trafficking, illegal immigration and militancy.

“This is the visible part only. But, huge volumes of these illegal activities might have remained invisible despite SSB’s strong vigil,” many security officials admitted.

Dr. Shürhozelie Liezietsu sworn in as 17th Chief Minister of Nagaland

Kohima | Feb 22 : New CM convenes first cabinet sitting on February 23. 81 year old Dr Shürhozelie Liezietsu was sworn in today as the 17th Chief Minister of Nagaland State, along with 11 Cabinet Ministers.

The oath was administered to Dr. Liezietsu and other 11 Cabinet Ministers by Nagaland Governor, PB Acharya at Raj Bhavan in the presence of outgoing Chief Minister, TR Zeliang; MP Rajya Sabha, KG Kenye, legislators and NGO leaders.

Later, in a separate function at the State Banquet Hall, the Chief Minister administered oath to 24 Parliamentary Secretaries, followed by induction of six Advisors to the Chief Minister’s Office.

New faces in the cabinet include Chotisuh Sazo, Imkong L Imchen and G Kaito Aye.

Later, addressing the party leaders at the State Banquet Hall, Shurhozelie said that one of the priorities of the government is to create a public platform to debate on important points for complete understanding of ULB elections vis-a- vis Article 371A. He said the government would give opportunity to the public to speak their minds.

The CM further asked cabinet ministers to gather at his residence by 9:00 am on February 23 so that they reach the Nagaland Civil Secretariat by 9:30 am. He informed there will be a short prayer session and the first cabinet sitting on February 23. Meeting with bureaucrats have also been scheduled on the same day.

“We have lost so many working days. It is time to work double to recover those lost,” Shurhozelie said, while urging legislators to work hard and regain the trust. “Together we can do it. Together we can overcome,” he stated.

He also challenged the Cabinet Ministers to put their heads together and work together for the same goal. Stating that forgiveness is a virtue one should not miss, the CM emphasized that “forgiveness is the essence of peace to the society.”

“Without peace and stability there will be no development,” he said adding that infighting is harmful to both the legislators and the people.

Also stating that it is not possible to accommodate all legislators in the ministry, he said the government has too many works to be done. “I am prepared to utilize each and every one of you in the service of the people,” he added. The CM called for the building of trust and to work as a team till “our goal is achieved.”

Dr. Shürhozelie Liezietsu hails from L. Khel, Kohima village. He was elected to the Nagaland Legislative Assembly (NLA) eight times, the first in 1969 elections from Northern Angami-I Assembly Constituency. Liezietsu is not a member of the Nagaland Legislative Assembly and will face elections within six months from taking office.

KEY-POINTS ON THE CREATION OF NEW 7 DISTRICTS :
1. The New Districts are created under the Revenue Department without even consulting the HAC.


2. Ofcourse all the Hill Districts are placed under Revenue District but we are paying only our house tax not Land tax. But if MLR and LR Act of 1960 is implemented, our land will be surveyed and after surveying a family with 6 members will be given 6 hactres of land, 7 members 7 hactres and 8 members 8 hactres but not beyond 8 hactres.
3. The remaining Land will be declared Khash Land (Govt Property).
4. To acquire a Patta in Khash Land Cabinet decision is required, consequently as we have few Cabinets we will not be able to acquire pata, therefore we will remain a Landless citizen in our own Land.
5. Land Ownership and Tribal land Law system will be abolished.
6. Our Constitutional Rights given to us under Article 371(c) are denied. If this new Districts are made as Revenue Districts, there is no future for Tribal at all for the casualties on Tribal of Manipur would be : No applicabilities of the following safe guarding Acts :

1. The Manipur Village Authorities Act, 1956.
2. The Manipur Hill Areas(Aquisition of Chiefs' Rights) Act, 1967.
3. The Manipur Forest Rules, 1971.
4. The Manipur District Council Act, 1971.
5. HAC of the Manipur Legislative Assembly.
6. Loss of land rights as your customary land holding rights will be replaced by MLR and LR Act, 1960.

To be more precise there will be no Seperate Administration for Hill Districts anymore in all respects. We the Tribal must fight against the decision or order of the GOM as the Cabinet of the Govt of Manipur didn't obtain the approval and consent of HAC in creating the 7 Districts which are under the Territory/Geographical areas of the former Hill Districts.


The HAC is the only Competent Authority over the matters of the Hill areas as per Article 371C of the Constitution. We have been Socially, Politically, Economically, Psychologically descriminated.

They(meitei) know the value of the Land, the move is continuing in the form of ILP, Anti- tribal bills, and finally the creation of 7 Districts.

Survey have already started in those Lands where even MLR Acts are not place under in some Tribal areas. There is also an evil intention of the GOM as the Land Records of the Hill are not yet being transfered to the HAC.

Nemcha Kipgen said that if we want transparent changes time has come now for that and I am ready to lead the people for such changes inclusively while adding that we have been given an opportunity for transparent changes for which we need to make bloom the Lotus of valley in the hills too.

Militant, civilian killed in Manipur encounter

Imphal, Feb 23: A militant and a civilian were killed during an encounter between suspected ultras and the army in Manipur's Tamenglong district today, police said.

The army was conducting a search operation at Khouphum Chingthak area in Tamenglong district when the suspected militants fired at them at around 3.30 am.

The army returned fire and in the ensuing encounter, a militant and a civilian were killed, a police officer said.

The civilian, identified as 50-year-old A Rongmei, was killed in the crossfire, the officer said.

Image may contain: one or more peopleNew Delhi, Feb 23: India’s leading telco Bharti Airtel said that it has entered into a definitive agreement with Telenor South Asia Investments to acquire the latter’s India operations, Telenor Communications Private Limited or Telenor India. The move will allow Airtel to further bolster its strong spectrum footprint in these seven circles, with the addition of 43.4 MHz spectrum in the 1800 MHz band. Also, Airtel will also be able to expand its user base following the acquisition, which is subject to requisite regulatory approvals.

As part of the agreement, Airtel will acquire Telenor India’s running operations in seven circles – Andhra Pradesh, Bihar, Maharashtra, Gujarat, UP (East), UP (West) and Assam.

Airtel said that these circles represent a high population concentration and therefore offer a high potential for growth.

The move comes at a time when the industry is going through an intense consolidation phase with Vodafone and Idea involved in merger talks and Reliance Communications finalising its acquisition of MTS India and a merger with Maxis-owned Aircel. Analysts say that Reliance Jio’s entry with disruptive voice and data offers is driving consolidation in India.
The proposed acquisition will include the transfer of all of Telenor India’s assets and customers, further augmenting Airtel’s overall customer base and network.

Airtel said that it would ensure quality services to Telenor India’s customers, while offering them the added benefits of its innovative product portfolio, access to superior voice & data services, mobile banking, VAS and domestic/ international roaming facilities. Telenor India’s operations and services will continue as normal until the completion of the transaction.

“The agreement underlines our commitment to lead India’s digital revolution by offering world-class and affordable telecom services through a robust spectrum portfolio spread across multiple bands. On completion, the proposed acquisition will undergo seamless integration, both on the customer as well as the network side, and further strengthen our market position in several key circles. The customers of Telenor India will now be able to enjoy India’s widest and fastest voice & data network, and a range of Airtel’s world-class products and services,” Gopal Vittal, Managing Director and CEO (India and South Asia), Bharti Airtel, said in a joint statement.

“The acquisition of additional spectrum through this transaction, which made an attractive business proposition, has further enhanced our already robust spectrum portfolio. The proposed transaction will also create substantial long-term value for our shareholders given the significant synergies,” added Vittal.

Sigve Brekke, Chief Executive Officer of Telenor Group, said the today’s agreement is in the best interest of our customers, employees and Telenor Group. Finding a long term solution to our India business has been a priority for us, and we are pleased with our agreement with Airtel.

“The decision to exit India has not been taken lightly. After thorough consideration, it is our view that the significant investments needed to secure Telenor India’s future business on a standalone basis will not give an acceptable level of return,” he added.

Four killed as militants ambush army convoy

Srinagar, Feb 23: Militants ambushed an army convoy in Shopian district of Kashmir today, killing three soldiers and a woman.

The militants attacked the security forces party which was going for a cordon and search operation in Chittargam area of Shopian, a police official said.
He said three army personnel were killed in the attack while a woman - Jana begum - died after getting hit by a stray bullet.

Five other army personnel were injured in the attack.
