Manipuris to be consulted before final Naga accord: Rijiju

New Delhi,  Feb 23: Ahead of elections in Manipur, the Centre today said all stakeholders will be consulted before finalising the Naga accord and the deal signed with NSCN-IM in 2015 does not compromise the State’s territorial integrity.
 
“Without the consultations of all the stakeholders, final decision on Naga issue will not be taken,” Minister of State for Home Kiren Rijiju told reporters here.
 
The Minister’s statement bears significance as Assembly polls in Manipur will be held on March 4 and 8. People in Manipur are very sensitive on the Naga issue and opposed to the NSCN-IM’s demand for integration of Naga inhabited areas in Manipur.
 
Prime Minister Narendra Modi is expected to campaign for the BJP in Manipur this weekend.
Echoing Rijiju, Centre’s Interlocutor for Naga peace talks RN Ravi said no solution will be reached at without taking the wishes of the people of Manipur including those who live in Imphal valley, who are important stakeholders.
 
Referring to the ‘Framework Agreement’ signed with the NSCN-IM on August 3, 2015, Ravi said “This doesn’t compromise Manipur’s territorial integrity at all”.
 
“This is just a broad document under which we will work out details. It is not final agreement,” he said.
 
Ravi also said violence can never bring a solution and all stakeholders have to be taken into confidence before finalising any final peace accord with the Nagas.
 
The ‘Framework Agreement’ was signed by NSCN-IM general secretary T Muivah and Ravi, in the presence of Prime Minister Narendra Modi and Union Home Minister Rajnath Singh. The pact set the political parameters of the final solution. The signing of the agreement came after over 80 rounds of negotiations that spanned 18 years with the first breakthrough in 1997 when the ceasefire agreement was sealed.

IMPHAL | Feb 23: Like the terror of June 18, 2001 the state might burn again on the issue of framework agreement signed between the government of India and NSCN (IM) said during a press meet by president of Kuki Inpi Manipur (KIM), Thangkhosei Haokip held at Kuki Inn, Old Lambulane, Imphal today.
Speaking the media president of KIM, Thangkhosei Haokip said that the government of India should disclose the framework agreement. Prime Minister, Narendra Modi should clarify the content of the agreement on February 25 on his visit of the State.
He asked the central government, what is the hidden agenda behind the framework agreement as the content is still unknown even to the leaders of the state.
He further said that for the economic blockade KIM does not want the military to control the situation instead they want a solution.
Demanding justice for the Kuki people of Manipur he said that prior to any final agreement between the government and NSCN (IM) the government must settle the issue of NSCN (IM) atrocities against Kukis.
As 905 innocent Kukis were murdered including the aged, children, pregnant mothers and disabled. Adding that 360 Kuki villages were uprooted and its lands were seized also more than 1 lac was rendered homeless and landless.
He further appeals to the government of India that the murderers must be punished under the court of law. The people had learnt the lesson of ceasefire agreement which was hidden to the people that ends with the death of 18 people.
Likewise, this framework agreement might end with the same terror, he added. Also the government of India is playing a blame game between the ethnic groups of the state, Thangkhosei Haokip added.

IMPHAL | Feb 23: The Zeliangrong United Front (ZUF) strongly condemned the policy of Gaikhangam, deputy Chief Minister of Manipur, and his workers for playing a double standard politics and fooling the people in election.
According to a release, in many occasions he is against the NSCN (IM) but in reality he is working together hand in glove with itscadres, it alleged, adding the presence of the cadres around in Khoupum and his schelduled flag hoisting programme was a well-planned strategy.
Gaikhangam had spent crores of Rupees to fetch the NSCN (IM) leaders to work in favour of him during this election as well instead of making use of the money for the development of Nungba constituency, it alleged.  From highly reliable source confirmed that he had signaled the NSCN (IM) to be there a week ahead before his flag hoisting ceremony in Khoupum Valley and its does so happened, it added.
The ZUF also questioned the integrity of the GPRN, NSCN (IM) for bluffing the people and working in favour of Gaikhangam in every election forgetting the core agenda of their struggle, said the release.
The statement appealed the concerned higher authority of the NSCN (IM) to advice their cadres not to work against their principles and succumb to the dirty politics of such politicians who blinded with money.
ZUF shall stand for protection of Zeliangrong land and its resources and appeal to all the voters not to vote for any politicians who work against the interest of Zeliangrong and kin tribes in particular and anti-Naga in general, it added.

The rally was started from the center of bazar and marched up to the Irabot statue junction of Jiribam with the slogan “Disclose framework agreement to the public”, “We resist disintegration of Manipur territorial integrity”, “Long Live Manipur, Long Live AMSU” and was concluded at Jiribam Bazaar.
Speaking on the sideline of rally, the president of AMSU, District Committee Jiribam Y Sanjiv Singh said the AMSU, Jiribam District Committee will relentlessly carry on various form of democratic agitation with the support of Jiribam people until and unless the government has not tabled the details contents of framework agreement in a white paper.

Komrem Union appeals

IMPHAL | Feb 23: The Komrem Union North East India informed all the voters of Komrem community to abide by resolution No 2 of Komrem Union Assembly held at Amity hall, Adimjati, Imphal, on February 22.
A release said there will be free vote in the Komrem areas in the upcoming assembly election. The union hopes that the voter community will create an atmosphere for peaceful polling and vote without fear, it said.
It also appealed every civil as well as militant organisations not to force or threaten the voters of Komrem community to vote for a particular candidate or otherwise. The voters are requested, not to succumb to any form of bribery in exchange of their votes and to choose candidates on the basis of their personality and background only, it added.

Dry state Manipur on a high during electioneering


Imphal, Feb 24: Manipur, which is officially a dry state, seems to be on a high during electioneering with huge amount of liquor being regularly seized by the Excise department.

Since the announcement of elections in Manipur on January 4, enforcement agencies have seized more than 51 litre of IMFL and country made liquor worth Rs 57 lakh during raids in different parts of the state.

Manipur has been a dry state since 1991, after the state government passed a law following widespread demand to curb alcohol and drug use there.

The seizure of liquor has been a matter of concern for the EC since it apprehends that the liquor might be used to influence the voters.

"It is true that Manipur is a dry state, but the flow of liquor is rampant through inter-state and international borders.... Chances are there that it can be abused to influence voters," Chief Election Commissioner Nasim Zaidi said during his recent visit to the state.

"We have asked the chief secretary to ensure that Manipur should really remain dry in letter and spirit," Zaidi had told reporters. .

Imphal, Feb 24: As in many other states, Manipur too has its Muslim vote bank to sway fortunes of the political parties in an election, constituting nearly nine per cent of the electorate.

In more than a dozen Assembly constituencies, the Muslim community, locally known as 'Pangal' or 'Meitei Pangal', can swing results.

The direct clout of the Muslim vote bank in more than 3-4 seats and ability to become a deciding factor in 7-8 more help them hog the attention of all political parties.

The community has produced prominent leaders, including a chief minister back in the 70s.

Muslims have traditionally sided with either the Congress or the Manipur People's Party. But with the MPP just fielding three candidates, the Congress is looking to win over Muslim votes, especially in the valley where it is in a direct contest with the BJP.

"The Muslims have always voted for us. Last time, three of our Muslim candidates won the elections. The state government has taken various steps for the development of Muslims in the state," State Congress president T N Haokip said.

The Congress government had announced a four per cent reservation for the Muslim community in the state in government jobs in 2006. It had also taken several steps to promote higher education among the community members.

"We are not a communal and divisive force like the BJP which preaches the ideology of Hindutva," a senior Congress leader said.

But with the Modi government coming to power at the Centre in 2014, the BJP's Manipur unit hoped to reap electoral benefits riding on the Modi wave and anti-incumbency against the Congress government.

But the BJP during its ticket distribution had disappointed Muslim aspirants with only one candidate from the community.

The Congress had three in its list.

Md Anwar Hussain, the sole Muslim candidate of BJP, is contesting from the Lilong constituency which has the largest Muslim population in the state.

Out of 17 aspirants who had sought party tickets to contest five Assembly seats, only Anwar Hussain was lucky.

My Father Shri Mohan Saikia, age about 58 yrs. is missing from Naharlagun-New Delhi AC Express in between Katihar-Barauni-Hazipur Station in Bihar. He was travelling with my Mother to meet my Sister in Delhi. Both my Mom & Dad went to sleep together at around 10 pm yesterday night i.e. 22 February. But when my Mom woke up at around 11 pm, She found that my Father is missing from the moving Train!!! His mobile, ID Cards & Shoes are still in the Train. 

Even after thoroughly searching the entire train with the help of co-passengers He was not found in the Train. My Father is an employee working under PWD Dept., Daporijo, District-Upper Subansiri, Arunachal Pradesh and permanent resident of Titabar, Dist.- Jorhat, Assam. (He was travelling in 2AC, A4 Coach, Seat no. 31 & 33, Train No.- 22411, PNR No.-6764629740). 

We have lodged complaint to the Railway Authorities but I need your help in this matter please. 

Therefore, I'm humbly requesting you to help me in this matter from your side please
