JAC Sadar Hills exposes Manipur Congress Government infidelity over Sadar Hills issue, CSOs serve Ultimatum to Chief Minister

SADAR HILLS, Nov.4: Breaking the along silence over the buried process to declare Sadar Hills as a full-fledged district by the state Congress Government, Joint Action Committee for Sadar Hills exposed the alleged infidelity of Manipur Congress Government today.

The JAC for Sadar Hills make public the successive failure assurance of Congress Government today in a joint meeting with Kuki Inpi Sadar Hills and various civil society organizations including Sadar Hills Chiefs’ Association (SAHILCA), social workers in the presence of Kuki Inpi Manipur representative at Kangpokpi Town Committee office.

JAC Sadar Hills said that we met the state Chief Minister O. Ibobi Singh including Dy. Chief Minister Gaikhangam at the CM’s Secretariat on October 30, 2015 where the Government assured to declared Sadar Hills as a full-fledged district on the last week of May, 2016 seeking time for ferrying various raw materials for the mega national projects in the state along the highway.

The assurance, however, was not materialized and instead, the Okram Ibobi Singh led Congress Government requested to postponed on the last of week of September 2016, said the JAC adding that we met again the Chief Minister in the presence of Dy. Chief Minister on at the CM’s Secretariat on August 14, 2016.

The JAC continued that Chief Minister O. Ibobi Singh sent the three MLA of Sadar Hills including the IFC Minister Ngamthang Haokip, Saikul AC MLA Yamthong Haokip and Kangpokpi AC MLA Nemcha Kipgen as emissary of the Government to Kangpokpi on October 3, 2016 where they conveyed the Government assurance to declare Sadar Hills as full-fledged district on the post harvesting festival of the CHIKIM on November 1 as Kut gift.

The JAC public meeting scheduled on October 4 was also subsequently called off after the assurance, the JAC said.

It also said that the Chief Minister and the Dy. Chief Minister requested the JAC Sadar Hills never to broadcast about the assurance given by the Congress Government to print and electronic media so as to avoid any opposition in declaring Sadar Hills as a full-fledged district.

Consequently, the JAC also maintained the requested and considered the successive postponement for the declaration keeping maximum faith to the Congress Government, it said.

The JAC further disclosed that Chief Minister O. Ibobi Singh gave his approval to make the declaration plaque in complete discreetly and accordingly it was made confidentially since October 17 while it [the plaque] was approved by the Chief Minister and the Dy. Chief Minister when shown to them after completion.

It further disclosed that on October 30 evening CM O. Ibobi Singh instructed his emissaries to erect the declaration plaque which was subsequently brought from the state Capital and accordingly it was erected the same night inside the Addl. DC office complex at Kangpokpi in front of the five Sub-Divisional Office plaque erected in 2011, which was assured to inaugurate the next morning, i.e. October 31.

“Sadar Hills District, Kangpokpi Manipur, inaugurated by Shri. O. Ibobi Singh, Hon’ble Chief Minister, Manipur in the presence of Shri. Gaikhangam, Hon’ble Dy. Chief Minister, Manipur; Shri. Ngamthang Haokip, Hon’ble Minister, IFCD, Printing & Stationery, Manipur; Shri. Yamthong Haokip, Hon’ble MLA Saikul AC; Smt. Nemcha Kipgen, Hon’ble MLA Kangpokpi AC; Shri. Haokholal Hangshing, Hon’ble Chairman, Sadar Hills ADC on 31st October, 2016”, was written on the plaque with the ‘Consent and Approval' of Chief Minister Okram Ibobi Singh and Dy. Chief Minister Gaikhangam, said the JAC Sadar Hills.

However, the Manipur Congress Government, beyond expectation made a u-turn and assassinating all the confident and faith of Sadar Hills people aborted the mission to declare Sadar Hills as a full-fledged district even after erecting the declaration plaque, JAC recalled.

Meanwhile, the civil society organizations including SAHILCA apart from Kuki Inpi Sadar Hills strongly condemned the betrayal of the Congress Government even after installing the declaration plaque of Sadar Hills district and proposed in the joint meeting to demand apology from the state Government as per the Kuki customary law on or before November 9.

Subsequently, the joint meeting resolved to call upon the Chief Minister of Manipur Okram Ibobi Singh including the three MLAs of Sadar Hills to tender apology before the people of Sadar Hills as per the Kuki customary law for installing a bluffing plaque/monolith on or before November 9.

The CSOs Sadar Hills said that the people of the forgotten district have full faith and confidence on the Ibobi led Congress Government in Manipur by electing the three MLAs including MP and the district councillors from his party i.e. Congress party but now the people of Sadar Hills have tasted how trustworthy is the Ibobi led Congress Government.

The CSOs Sadar Hills is also strongly against with the term ‘Creation and Revenue district’ over Sadar Hills issue stating that Sadar Hills was already created in the year 1971 AD by the Act of Parliament 1971 which only wait for Deputy Commissioner and Superintendent of Police.

CSOs Sadar Hills Spokesperson Lamcha Chongloi said that in most print and electronic media the term ‘Creation and Revenue district’ have been either prefixed or suffixed and widely publicized which is strongly against by the civil society organization.

He also said that the people of Sadar Hills are tirelessly pressurizing to Government of Manipur for early deputation of DC and SP for administrative convenience and development of the district.

The JAC Sadar Hills including the CSOs Sadar Hills also summon the three MLAs of Sadar Hills and the district councillors on November 9 stating that the fate of Sadar Hills district shall be decided on the day.

KNF breaks silence over Sadar Hills district

SADAR HILLS, Nov.4: Breaking its silence over the popular Sadar Hills issue and the successive failure of the Government of Manipur to inaugurate as a full-fledged, Kuki National Front (KNF), the oldest organization of the Kuki armed groups said that Sadar Hills district or any new district in Manipur is wholly for administrative convenience and the Nagas or the NSCN-IM should be ‘insecure’ about it.

The outfit Department of Information and Publicity press communiqué said that KNF finds no reason why NSCN-IM should openly opposed the plan of Manipur state Chief Minister Okram Ibobi Singh led Congress Government to declared Sadar Hills as a full-fledged district.

“Of course, there are pockets of Naga villages within Sadar Hills which is mainly dominated by the Kukis but declaration of Sadar Hills as a full-fledged district would not at all mean that the Naga villages be made to flee like what the NSCN-IM has done in the Kuki ethnic cleansing during 1992-1993”, said that outfit adding that we would continue to respect and regard their existence in pockets within Sadar Hills.

It also said that Nagas have all the rights to fight or their political aspiration however they must not seek gain at the expense of other communities living in Manipur or the Kukis in particular nor begrudge other’s fair gain.

It further said that there are large pockets of Kuki ancestral lands in Senapati, Tamenglong and Ukhrul districts as well which our fore-fathers defended these lands against the British invasion during the Anglo-Kuki War from 1917-1919, Laijang now Tamenglong and Chassad in Ukhrul district in Manipur being the headquarters.

It also stated KNF wants cordial relations of the past by restoring mutual respect for each other’s political, social and economic spheres even today with the Nagas.
It stated that we expected the Government of Manipur to do what is just and constitutional and not infringe upon the rights of the people living Sadar Hills while the Manipur (Hill Areas) District Council Act, 1971 entities creation of Sadar Hills to a full-fledged district, Sadar Hills needs to be declare without further delay in the interest of peace and harmony.

At least 20 persons including one policeman were injured in violent protest as union minister for sports Vijay Goel and chief minister Okram Ibobi Singh visited the proposed site for sports university at Yaithibi Loukon. Union Minister of State for sports Vijay Goel along with Chief Minister Okram Ibobi Singh today visited Yaithibi Loukon - the site chosen by the state govt for the construction of the National Sports University.  

The inspection team arrived after 12:30 in the afternoon along with Chief Secretary O Nabakishore and Wangjing Tentha MLA T Brojen and other officials. As soon as the ministerial team arrived for inspection the locals began their agitation. 

As the protest turned violent police personnel fired tear gas shells and mock bombs to control the protesters. It was learnt that there were arguments between the central team and the state officials over the location, as the site is in a low lying area.  

The team also visited Koutruk another proposed site for the National Sports University.
