Meghalaya: HNLC issues threats; police on high alert

SHILLONG, May 16: A day after the proscribed HNLC threatened to blow up the High Court and the Secretariat, the East Khasi Hills district police are on high alert and are taking every precaution to prevent loss of lives and property even as they maintained that the police is keeping a keen eye on major locations marked ‘code red’.
Speaking to TNT-The Northeast Today here on Monday, EKH Superintendent of Police (City) Vivek Syiem said that the police are well aware of the threats and are setting up intelligence in every risky places (locations withheld on security matter).
It may be reminded that the HNLC issued a statement to the media on May 15 stating that the prime target is high court and secretariat even as they divulged that the HNLC is adopting a strategy to attack public-oriented locales to create a major impact and to send a message to the government as well as the public.
It may be mentioned that for the past few days, heavy checking were spotted in several parts of the city, the same of which had result in the arrest of two HNLC cadres and one ULFA cadre along with arms and ammunitions.
“SOTs are carrying out intensive patrolling and all Police Units were alerted and Police check Points were placed all over the city. Investigation is on to ascertain the extent of their (HNLC) activities and their linkages with over ground elements,” Syiem said.
According to the statement issued by the HNLC Publicity secretary Sainkupar Nongtraw, the arrest of their cadres and an ULFA cadre is a huge loss to the outfit, but claimed that the outfit is ready to strike back with a stronger force.
Maintaining that the recent arrests has probably triggered the egos of the remaining few HNLC cadres, Syiem said that the efforts of the police to apprehend more cadres operating in the city and foil every attempts planned by the HNLC will continue. “The police will leave no stone unturned,” he added.
As pointed out in the statement that the HNLC is working in close tandem with other NE militant groups, the question on the current strength of the outfit and the frequent movement and procurement of weapons across the border is a concern for many. However, Syiem maintained that the strength of HNLC has dwindled even as he observed that “The strength of outfit is not a matter of concern. The police are keeping a keen eye on their activities and we will foil every attempt as we have done in the past.”
In as far as the movement of cadres and weapons is concerned; Syiem said that the police is keeping a close watch on the border areas while maintaining that with the number of activities being carried out in the city, the HNLC have possibly crossed over and are currently camping in the state.
With the arrest of the recent HNLC cadres and an ULFA cadre, “We are certain that they (HNLC) are using the help of other militant groups”.
As their envy turned green, the HNLC clearly pointed out in its statement that the government under the leadership of chief minister, Dr Mukul Sangma is sidelining the HNLC while it has inked an agreement with the GNLA. “We have been offering for peace talks since 2015, but it seems the government and the state police are turning a deaf ear to our offer,” the statement read.
Stating that the HNLC will launch a major strike in the capital city, the outfit said that the blame for loss of lives will solely rest with the government under chief minister Dr Mukul Sangma.
It may be mentioned that the HNLC activeness came weeks before Prime Minister Narendra Modi’s visit to Shillong. When asked whether their threat was a message to Modi, Syiem ruled out the statement stating “Their action is a desperate attempts to get what they want.”
While calling upon the public to cooperate with the police, Syiem said “We are putting in all efforts to ensure the safety of the people but we also need the cooperation of the public,” even as he referred to the Friday’s incident when daily life of the people were disrupted due to intense operation in the city, Syiem said “Inconveniences will be caused and we want the people should bear with us.”

Naga-Assam dialogue forum constituted

IMPHAL, May 15: In an attempt to strengthen friendship and fraternity between the people of the two neighbouring States, the civil societies of Nagaland and Assam have resolved to form a dialogue forum comprising adequate and equal representatives from both sides.

The 2nd sitting of Naga-Asom Round Table held at Kohima on May 13, 2016 decided to constitute Naga-Assam Dialogue Forum with 15 representatives each from two sides, conveyed a press release issued by Naga Hoho president P Chuba Ozukum.

The Naga Hoho and the Asom Sahitya Sabha will respectively nominate the members from each State. While nominating the members, both individuals and leaders from various organizations, the meeting resolved that they should be broad based to make the proposed forum more meaningful and effective.

As a follow up of the 1st Round Table at Guwahati on October 9, 2015, the Naga Hoho hosted the 2nd Round Table at Kohima where large delegates from both Assam and Nagaland participated, and some of them visited the historic Khonoma village on Saturday. The Naga Hoho extended its deepest appreciation to Khonoma villagers for their warm welcome and fullest cooperation accorded to the visitors.

In its vision statement, it was stated that the forum would work for enhancing people-to- people contacts and strengthening friendship and fraternity between the people of the two neighbouring States.

The Forum would have joint convenors, one each from both sides and Guwahati based Nanda Talukdar Foundation (NTF), an NGO, would coordinate between the two convenors, the meeting resolved. The other minute details of the structural aspects of the proposed Forum would be worked out by the two sides after discussions in due course of time, the deliberation resolved.

KUKI NATIONAL ORGANISATION PRESS RELEASE

OFFICE  OF THE
KUKI NATIONAL ORGANISATION
GOVERNMENT OF ZALE’N-GAM

Ref No: ZG/PR 01-67/07
Dated Manmasi, 16 May 2016

KUKI NATIONAL ORGANISATION PRESS RELEASE

KUKI NATIONAL ORGANISATION INSTRUCTS PROPOSED 48 HRS TOTAL SHUTDOWN IS NOT CARRIED OUT

According to The Sangai Express, 16 May 2016, the Churachandpur JAC is set to go ahead with its 48 hours total shutdown from May 16 midnight to May 18 midnight in protest against the decision of all the political parties to proceed to Delhi to enact the three Bills.
The 48 hrs total shutdown has been called following resolution passed by Kuki Inpi Manipur and United Naga Council. KNO firmly instructs that the proposed shutdown is not carried out. The rationale for KNO’s instruction lies in the fact that there is no basis for Kukis and Nagas to proceed together on political issues. Despite NSCN – IM’s aggression on the Kuki people from 1992 -1997 in which casualties were extreme and suitable rehabilitation was not made by the Government, in the interest of both Kuki and Naga peoples, KNO made overtures for dignified ‘reconciliation’ by proposing signing of an MoU by KNO and NSCN (IM). However, NSCN (IM) failed to respond with courtesy. Yet, when Th Muivah, General Secretary NSCN (IM) was to cross Mao gate to travel to his hometown in Ukhrul district in May 2010 and request was made for ‘support’ for smooth passage, KNO obliged.

KNO does not shy of working together with Nagas where common interest of both Naga and Kuki peoples may be served.

However, if NSCN (IM) does not reciprocate to KNO’s affirmative stand for concrete political understanding and consensus, or comes up with an appropriate proposal to serve as the basis for joint activity, KIM, UNC or JAC Churachandpur may not proceed with any common activity such as shutdowns.
KNO strongly reiterates its categorical objection to the proposed JAC Churachandpur’s call for a 48 hrs total shutdown. Should any individual or party not comply with KNO’s intimation and proceeds with the shutdown, appropriate action will necessarily follow.

(STEPHEN KUKI)
Under Secretary (KNO)

MASS RALLY: CALLING ALL TRIBALS THIS TUESDAY THE 17TH OF MAY 2016-05-07

New Delhi, 16 May 2016:

Dear brothers and sisters,
Many of us live most parts of our lives as witness to history from the sidelines. It is not every time that we get to be a part of history-making or decide our future. We are all aware that the long history of discrimination of the hill tribes in Manipur by successive governments has reached unacceptable proportions. In both covert and overt manipulations, the state has been making numerous attempts to marginalize us, trample on our rights and take away our lands. Last year, we lost 9 of our brothers in defending our rights and land.

We have lost countless nights of sleep, time and energy since then trying to protect our rights and demand a political solution. The struggles before August 31st 2015 by different tribal groups is also well known.

In a blatant show of disrespect to our 9 martyrs and disdain towards our tribal rights movement, an All Party delegation from Manipur will be camping in New Delhi this coming week to pressurize the government to get President’s assent for the 3 Bills. Such insensitivity and disregard for tribal rights and concerns only expose the communal and anti-tribal designs of the Manipur government. We must register our disapproval in the loudest possible manner this coming Tuesday. Let us come out in huge numbers to protest against the injustices done to us, and also against the continuing attempts to override tribal interests in the state.

This is our chance to decide our future, this is our time to say we will tolerate no more. We will not let our rights be trampled upon like in the past. This is our call to protect what is rightfully ours. This is our opportunity to secure our land rights for our future generations.

Attackers kill guard at Bangladesh refugee camp

A group of armed attackers stormed a security post at a camp for Rohingya refugees in southern Bangladesh near the Myanmar border Friday, killing the post commander and looting weapons, police said.
The attackers shot dead the commander and tied up other security personnel with ropes, before stealing 11 rifles and 570 rounds, local police chief Mujibur Rahman said.
"The attack occurred at 2:20 am (2020 GMT) Friday. There were 10-15 attackers who were armed. They beat and then shot the Ansar (government security guard) commander of the camp from behind. He died on the spot," Rahman told AFP.
The Nayapara refugee camp near Teknaf town, two kilometres (1.2 miles) from the Myanmar border, is home to about 25,000 Muslim Rohingya refugees who fled persecution in Myanmar's western Rakhine state, according to UNHCR, the UN's refugee agency.
Police are investigating the attack and said Rohingya refugees themselves were also suspected.
"The miscreants could be hiding inside the camp," said a police inspector, who requested anonymity.
However, he said the camp was not secure and was easy to enter.
"People can enter from any sides of the 0.75-square kilometre camp which is surrounded by jungle and can easily hide among its crowds," he said.
Rohingya people living in Bangladesh are officially restricted to living in camps and cannot participate in normal society such as going to regular schools or having contact with locals. However, the Bangladesh government says more than 300,000 unregistered refugees are living in the Bangladeshi districts bordering Myanmar.
In recent years police have alleged Rohingya refugees are involved in criminal activities including human trafficking.

Assam Govt Mulls 34 New Border Outposts

May 15
10:252016

The Assam government is planning to set up 34 new outposts along the inter-state borders. These will add to the 81 Border outposts already existing along the inter-state borders in Assam.
Seven of the planned Border outposts have already been sanctioned, while the Public Works department is in the process of making plan estimates for the remaining 27. Seventeen of the new Border outposts will be on the Assam-Nagaland border – three in Jorhat district, five in Hamren, four in Sivasagar and five in Golaghat.
Along the Arunachal Pradesh border, seven additional outposts are being planned – three in Lakhimpur district and four in Sonitpur.
The other new Border outposts will be in Kamrup (2), Dima Hasao (6) and Hailakandi (2). “The government has felt the need to set up the new BoPs to enhance vigil and security in these sensitive areas. The project will be entirely funded by the State government,” Home commissioner LS Changsan said. Each Border outpost will be manned by at least one platoon of armed security personnel.
Tensions occasionally develop along the inter-state borders, which sometimes flare up into incidents of violence. In 2014, seven incidents of violence erupted along Assam-Nagaland border on local issues, resulting in loss of 12 lives. Reports of clashes over alleged encroachment have also come frequently from the Assam-Arunachal border.

More pledge support to ST demand

IMPHAL, May 15: The Development and Protection, United Voluntary Organisation, Nambol and the Awang Nongpok Pana, Yaingangpokpi Bazar have pledged support to the demand for enlistment of Meetei/Meitei in ST category.

Separate press releases issued by the two bodies said that ST status for Meiteis can bring equality among different communities of the State.

ST communities are provided different safeguards by the Indian Constitution but Meiteis, despite their tiny population, enjoy no such protection for they are enlisted in the General category.

It is crucial to get Meiteis enlisted in the ST category so that they can protect their identity. Meiteis can protect their identity in the midst of the crores of Indian people only when they are given a Constitutional safeguard.

The assumption that enlistment of Meitei in ST category would breed animosity among hill people and plain people is quite irrelevant.

It’s time for Meiteis to give up their chauvinism. The deliberate campaign to derail the movement of inclusion of Meiteis/Meeteis in ST category is creating confusion and unrest among the masses.

The campaign to get Meiteis enlisted in ST category is a movement to protect the culture, traditions and economy of the community, and ST status does not necessarily imply degeneration in the social status of the Meiteis, asserted the Development and Protection, United Voluntary Organisation, Nambol.
The STDCM is spearheading the ST campaign.

AGARTALA, May 15: As many as 12 houses were set on fire by Reang people at Kashirampara, a remote village in North Tripura District on Sunday following suicide of a Reang youth, who was manhandled labelling him ‘thief’ reportedly by few Bengali residents few days back.

Chennai, May 16, 2016
Long hair, while being beautiful, is extremely difficult to maintain. Here are a few tips.

Many women with long hair lose much of it while untangling the knots. Also, the rooms have strands stuck in corners, which is very annoying. One way to stop this is to switch off the fan while combing your hair.

Women who suffer from hair loss also go through the process while washing their hair. Make sure you clean out the drain each time you wash your hair. If you are using a tub, rinse it out after your shampooing session.

The best way to maintain long hair, especially in the summer, is too avoid elastic bands. Instead, pin it up to keep your neck free of strands. A bun or top knot also keeps you cool. Check out the internet for different hair styles for the summer.

A hairband or a simple bun can help avoid situations such as hair getting caught in a dress, sticking to your back while working out or falling all over your face as you try to put on or remove make-up.
