Pak has other suitable markets for buying F-16 jets: Defence Min

Islamabad, May 17, 2016: Pakistan will explore other options to meet its defence needs if the deal for F-16s did not materialise with the United States, Defence Minister Khawaja Muhammad Asif on Tuesday said, after America expressed its inability to fund the $700 million deal with its tax payers' money.
"Pakistan is an independent and sovereign state and it could acquire defence related products from other suitable markets of the world," Asif said.
He said F-16 jet fighter has been very successful in counter terrorism operations and hoped that the US would resolve the issue of supply of F-16 to Pakistan without further delay.
"F-16 fighter jets have successfully been used in Zarb-e-Azb operation, and Pakistan has made major contributions in the war on terror and denying the F-16s to Pakistan will amount to denying those contributions," Asif was quoted as saying by The Nation.
He made the comments in the backdrop of a two-day international conference titled 'Refugee crisis and its ramifications for global and national security' organised by South Asian Strategic Stability Institute University in collaboration with the Ministry of States and Frontier Regions, National Security Division and Konrad Adenauer Stiftung.

The US state department had expressed its inability to fund the $700 million deal with American tax payers' money.
The US asked Pakistan to "put forward" its "national funds" to buy eight F-16s after some top Senators put a hold on the use of American tax payers' money to partially finance them.
Now Pakistan has time till May end to avail the American offer to procure F-16s.
Any delay in the acceptance of the offer, would result in increase in cost of F-16s. Pakistan was to pay only $ 270 million for the jets.

Myanmar Army forces clash with DKBA splinter group





The Myanmar Army helped by Border Guard Force troops (BGF) fought with a Democratic Karen Benevolent Army (DKBA) splinter group for over two hours in Pyar Pin Village, Kawkareik Township, Karen State at 5am on 11 May.
A BGF major who did not want to be named said that two bombs exploded in the early hours of 11 May, one at 12.45am and the other at 1.55am. At 5.30am the DKBA splinter group, led by Bo Nar Ma, then started firing at the joint Myanmar Army and BGF forces from a hill near Pyar Pin Village.
According to local residents, the skirmish was between a joint force of Myanmar Army Light Infantry Battalions (LIB) 548 and 549 under the 12th Military Operations Command (MOC-12) supported by BGF Battalions 1016 and 1019 on one side and on the other side the DKBA splinter group led by Bo Nar Ma Kyar.
When contacted by KIC News Captain Ye Htet from the DKBA said: “Bo Nar Ma Kyar went back to his village. I heard about the skirmish after receiving a report from there. I don’t know any details.”
The DKBA were one of eight ethnic armed organisations that signed last year'
The Myanmar Army’s LIB 547, 548, and 549 and Infantry Battalions (IB) 230 and 231 under MOC-12 and the BGF’s Battalion 1016 and 1017 are active in the territory near the areas where the skirmish broke out.
Neither side has yet released any details about causalities.

11 die in Sri Lanka floods, thousands left homeless

Over 200,000 people in Sri Lanka have been hit by torrential rains and flash floods that have killed 11 people while wrecking havoc across the island nation, officials said on Tuesday.

“Nineteen of the 25 administrative districts in the island were affected by heavy rains, floods and earth slips. Around 47,922 families or 207,556 people have been affected,” disaster management department’s spokesman Pradeep Kodippily said.
He said 176 shelter homes have been erected to provide accommodation to more than 134,000 people affected by the rainfall over the past three days.
Emergency workers on Tuesday found the bodies of a woman and two children killed in a landslide, taking the death toll from two days of heavy rain to 11. Six more were still missing.
Sixty-eight homes have been destroyed. Sri Lankan capital Colombo was the worst hit with many roads submerged.

A meteorological department official said the low pressure which caused heavy rains had now moved towards south India.
The heavy rainfall has felled trees blocking roads at a number of places, snapped power cables leading to power outages.
Sri Lankan armed forces have been put on alert since Monday. Landslide warnings have been issued in at least eight districts.

Shops, houses demolished along NH 37


IMPHAL, May 16 (IANS ) : Several shops and houses along NH-37 were demolished on Monday at Tera as part of a road expansion project. However, the demolition drive drew a sharp reaction from Manipur Social Welfare Minister A Mirabai who voiced her opposition to the drive.
Soon after the demolition drive began, the Minister rushed to the spot and tried to stop the officials. She told them that the demolition should be stopped on humanitarian grounds and sought time on behalf of the shopkeepers and the dwellers.
Mirabai said she would talk to Chief Minister Okram Ibobi Singh on this issue.
However, the officials did not relent and carried out the drive.
Later, Mirabai flagged the Chief Minister and expressed her disappointment.
The next phase of demolition will be carried out between Singjamei and Pallel along the Trans-Asian Highway 1.
The Government is expanding both the State and National Highways to deal with increasing traffic in Manipur.

Debate over demand on ST status for Meiteis HERICOUN, AMAL support


IMPHAL, May 16 : The Ethno-Heritage Council (HERICOUN) and the Assam Meitei Apunba Lup (AMAL) have endorsed the ongoing campaign for enlistment of Meetei/Meitei in ST category under the Constitution of India.
The 14th foundation day of the HERICOUN and the 7th Khangminasi Eramdam Quiz was held today at GM Hall here.
AMAL president Wangkhem Saratchandra, HERICOUN president Longjam Ratankumar and Aimol Tribe Union Manipur president RT Akhel attended the event as chief guest, president and guest of honour respectively.
Speaking at the gathering, Wangkhem Saratchandra lamented that there are not only differences of opinions but also open conflicts among different sections with regard to a particular issue pertaining to one whole community of the State.
It would be much more effective and fruitful if the two sides standing on the opposite sides of the ST status sit together and thrash out the differences rather than engage in mudslinging through media.
Meiteis/Meeteis can safeguard their identity, culture and traditions if they are enlisted in ST category, Saratchandra asserted.
He continued that Meiteis of Assam would find it difficult to get themselves enlisted in ST category if the Meiteis of Manipur are not given the same status.
It would be far more meaningful if all the indigenous people of Manipur sit together and deliberate on the challenges posed by outsiders and devise a common strategy to overcome these challenges, he asserted.
He further pointed out the burgeoning population of outsiders at Jiribam.
Longjam Ratankumar asked all the opponents of ST demand to explain in detail what are the things Meiteis stand to loose in case they are enlisted in ST category.
He also expressed keen desire for a dialogue on why Meiteis should shy away from demanding ST status.
Akhel Aimol lamented that many people have been creating more and more issues rather than concentrating their efforts and time on bringing peace and security in the State.
He also expressed keen desire for all the people to join Irom Sharmila’s campaign against Armed Forces Special Powers Act.
Later Tomthin Khudol was presented to noted Thang-Ta exponent Nodiachand.

CCpur JAC’s 48 hrs total shutdown comes into force


 

IMPHAL, May 16 : The 48 hours total shutdown called by the JAC against the anti-tribal Bills in the tribal areas of Manipur against the decision of the All Political Parties meeting to send a team to Delhi to pressurise the Centre to enact the three Bills passed on August 31 last year came into force from midnight today.
The total shutdown is backed by United Naga Council (UNC) and Zeliangrong Youth Front (ZYF).
Last Monday, the State Government decided to depute an all-party delegation to persuade the Central leaders to enact the three ILP related Bills which aim to protect the interests of all indigenous communities in Manipur.
The passing of the Bills on August 31 last year sparked controversy which subsequently led to violent protests in Churachandpur district where nine protesters were killed when they confronted armed police.
The three Bills are currently pending with the President awaiting his assent.
The Churachandpur JAC has also accused the State Government of being partial towards the Joint Committee on Inner Line Permit System (JCILPS).
The UNC had also criticised the State Government’s decision to approach the Centre on the ILP issue. It had announced its decision to endorse the 48-hours total shutdown. The Naga body said the passing of the Bills has further divided the tribals and valley people.
The Mizo People’s Convention (MPC) has also condemned the resolution of the May 9 meeting of the All Political Parties chaired by Chief Minister Okram Ibobi Singh.
The decision of the All Political Parties came following mounting pressure from JCILPS.
The JCILPS has demanded that the All Political Parties should impress upon the Centre to enact the three Bills before the ensuing polls to Imphal Municipal Corporation (IMC) scheduled to be held on June 2. It threatened to boycott the polls if the pressing demand was not fulfilled.
Naga Political Leaders’ Forum, Manipur argued that the Protection of Manipur Peoples (PMP) Bill, 2015, which is supposed to be based on National Registration of Citizens, 1951, Census Report 1951 and the Village Directory 1951 for detection of migrants for determining indigenous people, are found to be invalid documents for the purpose (according to Assistant Director of Ministry of Home Affairs, Directorate of Census Operations, Manipur).
Besides ILP issue, Manipur is facing a slew of problems like the demand of Scheduled Tribe status for the majority Meitei community, which has apparently caused a rift amongst various social organisations.

Karnataka SSLC results out ta; pass percentage is 79.16 pha


BENGALURU, May 17, 2016:
The overall pass percentage of the SSLC 2016 exam stands at 79.16 percentage. The results of the 2016 exam, announced on Monday, is a dip compared to 81.82 per cent recorded last year.

Announcing the results on Monday, Minister of State for Primary and Secondary Education Kimmane Ratnakar said that Bangalore rural with 89.63 percent had secured the best pass percentage.

Maintaining the annual trend like every year, girls with percentage of 82.62 have fared better than the boys with a pass percentage of 75.84 percent. Rural students with a pass percent of 80.36 percent have fared better than their urban counter parts with 77.63 percent. Ranjan S. from Bhadravati’s Poorna Pragna School has scored the highest marks by securing 625 out of 625.

RBS in India ah retail banking operations khak vek gua

Royal Bank of Scotland on Monday said it will close down it's retail operations in the country which will resulting in shutting down of 10 branches.

“After examining a number of options for our banking business in India, we decided to wind down our corporate, institutional and retail banking businesses in India. We sold the onshore loans portfolio and initiated the corporate and institutional business exit earlier this year," a spokesperson of the bank said.

The bank said it will exit it's retail operations in a phased manner.

"We are committed to provide our employees with a range of support and will ensure that they are treated in a fair and transparent manner in line with RBS’ principles and local policies,” the Bank said.


The Global Hub India business that operates across India will continue to provide strategic support to the bank and to its customers and will continue to deliver vital bank functions for the RBS global network.

ISRO’s Reusable Launch Vehicle to take off next week

The technology demonstrator will take place from Satish Dhawan Space Centre in Sriharikota.

The first technology demonstrator (TD) launch of the Indian Space Research Organisation’s Reusable Launch Vehicle (RLV), or the spaceplane in popular parlance, will take place on May 23 at 9.30 a.m. from the Satish Dhawan Space Centre (SDSC), Sriharikota, according to ISRO officials.

Visually, the RLV-TD is a rocket-aircraft combination measuring about 17 m, whose first stage is a solid propellant booster rocket and the second stage is a 6.5 m long aircraft-like winged structure sitting atop the rocket.

A misnomer
However, the popular perception of the technology as a marriage between rocket and aircraft is a misnomer.

In RLV-TD that is awaiting launch at SHAR, the first stage, weighing about 9 tonnes, is merely the Satellite Launch Vehicle (SLV-3) flown in the 1980s.

The vehicle will take off like a rocket and the RLV will be taken to a height of 70 km and where the booster will release the vehicle to carry out its manoeuvres.

Hypersonic Experiment 1
According to Dr. K. Sivan, director of the Vikram Sarabhai Space Centre (VSSC), Thiruvanathapuram, where the RLV was designed, assembled and where it underwent basic electrical, hydraulic and “sign check” tests, the objective is to achieve hypersonic speeds to basically test the hypersonic aero-thermodynamic characterisation of the winged body’s re-entry, its control and guidance systems, autonomous mission management to land at a specific location at sea and testing of “hot structures” that make up the structure of the RLV.

The test is, therefore, termed as Hypersonic Experiment 1 (HEX-1).

Complex technology
A conventional launch vehicle (LV), says Dr. Sivan, spends the lowest time of its flight in the atmosphere, whereas the RLV system spends all the time in the atmosphere. Also, while an LV experiences limited flight regime of say Mach 0 to Mach 2 or so, the RLV experiences a much wider range of flight regimes.

Hence the technology of an RLV is much more complex basically arising from the design of the control and guidance systems, he pointed out.

In HEX1, the winged RLV is otherwise a dummy with no powered flight of its own. At the end of the HEX1 mission, the aircraft will land in sea. However, the ultimate objective of the RLV programme of ISRO is to enable the vehicle traverse a very wide range of flight regimes from Mach 0 to Mach 25 based on air-breathing propulsion for achieving two-stage-to-orbit (TSTO) launch capability.

The integrated test system (booster plus the RLV-TD) is already at the SDSC (SDSC), Sriharikota. Prior to being moved to Sriharikota, the RLV subsystem underwent acoustic tests at the National Aerospace Laboratories of the CSIR (CSIR-NAL) and the booster went as a separate subsystem directly from VSSC. At SDSC the two were mated together.

Dr. A.S. Kiran Kumar, ISRO Chairman, called the first test launch HEX1 “a very preliminary step” and stressed that “we have to go a long way” before it could be called a re-usable launch system. “But these are very essential steps we have to take,” he said.

Lower cost
Asked whether the Indian reusable launch system was aimed at bringing down the launch cost, the ISRO Chairman said, “It will bring down the cost. Towards that, we will have to work and go through these initial steps,” the Chairman said.

Flying test bed
The present design is basically “a flying test bed to evaluate various technologies, namely hypersonic flight, autonomous landing, powered cruise flight and hypersonic flight using air-breathing propulsion using a scramjet engine”, according to ISRO website.

The HEX series of experiments will be followed by the landing experiment (LEX), return flight experiment and scramjet propulsion experiment (SPEX).

The basic design of a scramjet has already been evolved.

A test launch of the engine aboard a sounding rocket, which will achieve a flight regime of up to Mach 8, will take place some place in June at SHAR, Dr. Sivan said.

HAIKOU, May 16 (Xinhua) -- Some 8,000 fishing boats from south China's Hainan Province returned to port on Monday as the 18th seasonal fishing moratorium began in the South China Sea.

From May 16 to August 1, no fishing is allowed in parts of the sea under China's jurisdiction except by single-layer gill nets or other approved methods, including conventional angling.

According to provincial fisheries department, the 7,952 fishing boats affected by the ban account for 32 percent of fishing boats in the province, with over 36,000 fishermen affected.

During the moratorium, these fishermen receive training on regulations, new technology and navigational safety.

Fishing bans in the South China Sea began in 1999. Although they have reduced the income of some fishermen, bans protect fisheries and ensure the industry's sustainability.

Annual fishing bans began in the Yangtze River and Poyang Lake, China's largest body of freshwater, in March.

MOFA hopes for improved China-Japan ties

China's foreign ministry says it hopes Japan's new ambassador to Beijing, Yutaka Yokoi, will work to improve ties between the two countries.

"At the moment, relations between China and Japan have, to an extent, improved. But they are still fragile and complex. We hope that Japan's new ambassador to China will use due diligence to push for the improvement and development of relations between both countries," said Hong Lei, Chinese foreign ministry spokesman.

According to the official website of Japan's embassy in Beijing, Yutaka officially took over the ambassadorship from Masato Kitera on Sunday.  Kitera's term began in December 2012 when relations between China and Japan were frosty. 

Kitera is moving on to be Japan's top envoy to France. Japanese media said the new ambassador, who also speaks Mandarin, has held a number of posts in China since he joined Japan's foreign ministry in 1979.

JAKARTA, May 16 (Xinhua) -- Flash floods struck a tourist resort in Deli Serdang district of Indonesia's North Sumatra province, leaving 7 visitors dead and 14 others missing, an official at the local disaster agency said on Monday.
The disaster occurred on Sunday afternoon when the 21 persons, all of them students, were visiting a waterfall at Durin Sirugun village, the official, Darwin Surbakti, said.
"Suddenly flash floods hit the location and swept away all of them," he told Xinhua by phone.
"Seven bodies have been recovered and the rest are still being search for," Surbakti added.
Heavy downpours at the mountainous areas near the location had sent a huge amount of water to the resort, he said.
No damage of properties was reported after the natural disaster, the official said.
Search for the missing persons is underway now, involving soldiers, police, rescuers from local search and rescue office as well as volunteers, he said.

BEIJING, May 16 (Xinhua) -- China vowed further support for Afghanistan's political reconciliation process and national construction during an official visit by Afghan Chief Executive Abdullah Abdullah.

Premier Li Keqiang made the remarks while holding talks with Abdullah at the Great Hall of the People on Monday afternoon.

Calling Afghanistan a priority in China's neighborhood diplomacy, Li said China is committed to consolidating and developing bilateral strategic cooperative partnership and supporting Afghanistan's efforts to safeguard its independence, sovereignty, territorial integrity and security.

Li praised Afghanistan's firm support on issues related to China's core interests. China is willing to work with Afghanistan to deepen bilateral cooperation in politics, economy, security, and culture as well as in international and regional affairs.

Li said China is willing to help Afghanistan map out a national infrastructure construction plan and implement investment cooperation projects the two sides had agreed on.

China will also support its enterprises to cooperate with Afghanistan in industrial capacity, strengthen interconnectivity in information industry, enhance cooperation in agriculture, education and between localities, and help Afghanistan train talent for social and economic development, the premier said.

He added that China backs the Afghan government's continued efforts to advance the inclusive "Afghan-led, Afghan-owned" political reconciliation process and supports the country in participating in regional cooperation. Li also called on Afghanistan to continue to take effective measures to create a secure environment for bilateral cooperation.

Abdullah said China is an important neighbor and friend, and Afghanistan attaches great importance to development of bilateral relations. He reaffirmed support to China on issues concerning its core and major interests, and thanked China for its long-term assistance to Afghanistan's national reconciliation and economic reconstruction.

Abdullah welcomed Chinese companies to increase investment in his country. He said Afghanistan is willing to further expand bilateral cooperation in areas including infrastructure construction, housing assurance, mineral resource exploitation, information and telecommunications, agriculture, education, defense, and regional interconnectivity.

He pledged to provide security assurance for bilateral economic cooperation.

After the talks, the two sides signed deals on cooperation in economy, technology, interconnectivity and trade.

Abdullah is paying his first official visit to China from May 15 to 18 since taking office.

Tribal chiefs endorse 48-hr total shutdown

IMPHAL, May 16: The All Tribal Chief’s Forum, Manipur (ATCF) has said that it wholeheartedly endorsed the 48 hours bandh (total shutdown) called by the Churachandpur JAC in protest against the insensitive decision of all political parties of the state to lobby the centre Government for enactment of the said ‘three’ controversial Bills.

In a statement issued by the secretary information and publicity, ATCF, it urged all the incumbent representatives of the six districts to stand up for the rights and dignity of the Tribals and, at least make an effort to fulfil the aspiration of their constituents who have put them where they are in the first place.

It also appealed all the political parties to be sensitive towards their brethrens residing in the hill areas before warning them that there are still nine-dead bodies lying in the morgue awaiting justice.

It reminded them to tread carefully as there are twenty-tickets yet to be distributed by each party for the forth-coming General Assembly Election.

ATSUM suspends stir, says Govt. assures to give concretes report shortly

KANGPOKPI, May 16: The All Tribal Students’ Union Manipur decided to suspend its proposed statewide bandh on May 17 today.

The student body decision to suspend its proposed stir came after a meeting with the state Chief Minister including the whole cabinets this afternoon at around 4:30 pm at the CM’s Chamber.

15 members team of ATSUM including delegates of MUTSU led by ATSUM President Joseph R. Hmar met the state Chief Minister including the whole cabinet after the former received an official invitation from the state Government for talks over their charters of demands.

ATSUM President, Joseph R. Hmar said that the meeting ended with an agreement to meet again on June 11 for conclusive resolution while all the Ministers assures to provide concrete report on the various questions put up today before the next meeting.

Therefore, all the proposed agitations of ATSUM will be temporary suspended till the next meeting on June 11, he added.

During the meeting 12 issues on various Departments, reservations and backlogs on various Government Departments were discussed apart from Manipur University and RIMS reservation policy.

ST Commission, MPSC lecturers and Asst. Prof. issues, B.Ed Centres, Adhoc teachers, bifurcation of power in Education (S), ST Quota in Assembly, JNIMS, MU, DRDA, Home are some of the Charters of demands of ATSUM.

Meanwhile, ATSUM also decided to send a team to New Delhi to address the HRD, Tribal Affairs and UGC.
