IMPHAL | October 30
The Zeliangrong Youth Front has alleged the state government of attempting to stir communal disharmony by taking up issues such as the plan for declaration of Sadar Hills as a revenue district and up-gradation of Jiribam to full-fledged district.
According to a release, the stand of the Zeliangrong and Naga people on its ancestral land has been already made it very clear to the state government on numerous occasions.
Therefore the ZYF urged the state government to drop the plan to declare Sadar Hills and Jiribam as full-fledged revenue districts just to please some groups of people at the cost of the Zeliangrong people and its land prior to restoration of Zeliangrong areas to its parent Tamenglong district, it said.
The release continued that the state government is well aware of the fact that the Ministry of Home, government of India had issued directive on May, 1990 addressed to RK Ranbir Singh, the then Chief Minister of Manipur for restoration of Zeliangrong villages to its parent Tamenglong district which are presently falls in Sadar Hills by bifurcation made during the creation of Sadar Sub-Division in Senapati district in 1933.
In compliance of the said directive the secretary, Department of Revenue issued direction to DC of Senapati, Churachandpur and Tamenglong through telegraphic message on December 6, 1989 for survey of Zeliangrong villages with report to be submitted within 15 days times thereby survey had carried out with report already submitted, it said.
But the state government failed to materialize till date, instead of restoration of the bifurcated Zeliangrong areas to parent district, the state government is trying to take away more areas of Zeliangrong land which is not acceptable and will react it in befitting manner, it warned.
Further it recalled that the state government had constituted a “Committee on Reorganising of Administrative and Police District Boundaries”, CRAPDB in 2011 headed DS Poonia, the then State Chief Secretary as the Chairman with Commissioners, Revenue, DGP etc as members authorising the “Committee” to conduct public hearing of “public opinion” regarding the proposed creation of Sadar Hills district.
In that regard the Zeliangrong Youth Front had appeared on September 15 with strong written objection submitted also all the chiefs and Chairmen of Zeliangrong villages falling within the jurisdiction of Sadar Hills had appeared and submitted their strong objection during the course of the public hearing conducted by the said Committee, it said.
The release also recalled that the Zeliangrong people living within the jurisdiction of Sadar Hills under the aegis of a “Committee against the Creation of Sadar Hills” had demonstrated strong objection to the state government’s plan to create Sadar Hills as a revenue district by organising a “mega public rally” held on November 17, 2011 in Imphal.
Urging the state government to stop anti-people policy for the sake of peace and understanding to prevail, it said adding that any negative consequences out of the wrong decision shall be the sole responsibility of the government.
The Zeliangrong people fully endorsed the decision of the United Naga Council, UNC therefore, directed all the members of ZYF to enforce the bandh in total, it added.
