KUKI INPI MANIPUR’S RESPONSE TO THE ALL POLITICAL PARTIES RESOLUTION ON THE THREE BILLS

The Kuki Inpi Manipur strongly object the All Political Partie’s decision to urge the government of India to give assent to the three bills. The protection of Manipur People’s Bill 2015, The Land Revenue and Land Reform (7th Amendment) Bills 2015 and The Manipur shops and Establishment (2nd Amendment) Bill 2015 were being drafted as per the wishes and whims of the JCILPS and there was no representation from the Kuki Assembly members.

The JCILPS have never consulted the Kukis and its mandated civil socities before launching their movement, even the state cabinet did not have the courtesy to consult the Hill Area Committee. The Manipur Legistative Assembly deliberately by passed the rules and procedures of the business of Manipur Legislative Assembly which totally undermined the sanctity and the special provisions of Article 371-C guaranted to protect the Hill people. This point to the fact that the ILPS and its enforcement in the entire state of Manipur is nothing but a ploy to serve the interest of a valley people. The Kuki political interest find no expression in any political party in Manipur and the resolution of all political parties doesn’t reflect the interest of the Kukis and the tribal communities, As such the Kuki MLAs are cautioned not to represent any political parties in favour of ILPS as delegates to the centre.

The passing of three of three bills on August 31, 2015 has resulted in a deep divide between the hills and valley people. The bodies of nine people killed in the protest against the three bills are still lying at the morgue of CCpur district hospital. The government of Manipur will be held responsible for any unwanted incidents resulting from the resolution adopted in the meeting of all political parties to urge the central government for assent of the bills.
